RULES OF ADMISSION OF THE CITIZENS INTO THE STATE
EDUCATIONAL INSTITUTION OF HIGHER
PROFESSIONAL EDUCATION
THE AMUR STATE UNIVERSITY
FOR 2010/2011 ACADEMIC YEAR

I. General Provisions

       1. Present rules are developed on the basis of the Order of admission into the state accredited educational institutions of higher professional education, ratified by the order of the Ministry of Education and Science of the Russian Federation # 442 dated 21.10.2009.

       2. Present rules regulate the enrollment of the Russian Federation citizens (further referred to as citizens, persons, matriculants) into the State Educational Institution of Higher Professional Education The Amur State University (further referred to as AmSU) for education in fundamental educational programs of higher professional education at the expense of federal budget (further referred to as budget places), under contracts with corporate and/or physical bodies for payment of the tuition fee (further referred to as contracts for payment of the tuition fee), as well as define features of entrance examinations for physically challenged citizens.

       3. Enrollment into AmSU on the first year of study for Bachelor's and specialists training programs is hold:

       3.1. According to the results of the Unified State Examination (further referred to as USE) on general subjects, corresponding to the direction of training (major) the person is applying for, if otherwise not stated by the Russian Federation legislation in the sphere of education, and according to the results of additional entrance examinations of persons with secondary (complete) general education and high professional education.

       3.2. According to the results of entrance examinations, whose form is determined by the university itself, of the following groups of citizens:

       holding secondary (complete) general education got before the 1st of January, 2009 with enrollment into tuition by correspondence program;

       holding high professional education, with enrollment into Bachelor's and specialists training programs of corresponding types;

       holding general secondary education, obtained in the educational institutions of foreign states.

       If the persons are eligible for enrollment according to the results of entrance examinations conducted by the university submit the results of the USE on the corresponding general subjects, the university takes results of the USE as the results of entrance examinations on these subjects.

       3.3. According to the results of entrance examinations, whose form and list are determined by the university, of the following groups of citizens:

       holding high professional education with enrollment into short-term Bachelor's and specialists training higher education programs of corresponding types;

       holding high professional education, with enrollment into Bachelor's, specialists training or Master's programs;

       holding higher professional education, certified by the "diploma holding specialist" qualification with enrollment into Master's programs.

       3.4. Physically challenged citizens (persons disadvantaged physically or mentally including: deaf, hearing-impaired, blind, visually-impared, suffering from severe speech or orthopedic disturbance and other disorders, including childhood disabilities and handicapped persons) can be enrolled according to the results of the USE or the results of entrance examinations conducted by the university (in case of absence of the USE results), whose features are determined by Chapter 6 of these Rules.

       4. The results of the USE taken as the results of entrance examinations on general subjects corresponding to the direction of training (major) the person is applying for, the results of entrance examinations conducted by AmSU, certifying successful passing of the entrance examinations on general subjects should not be lower than minimal USE score determined by the Federal Service on Supervision in the Spheres of Education and Science on the general subjects confirming mastering of the general secondary education basic comprehensive program according to the Federal State Education Standard requirements of the current year.

       5. On the basis of statistics concerning enrollment of the citizens in previous years:

       AmSU has the right to determine for every direction of training (major) the minimal USE score and minimal results of entrance examinations conducted by the university, certifying successful passing of the entrance examinations on general subjects, exceeding the minimum determined by the Federal Service on Supervision in the Spheres of Education and Science confirming mastering of the general secondary education basic comprehensive program;

       AmSU determines for every direction of training (major) the minimal scores certifying successful passing of the additional entrance examinations of creative and/or professional nature.

       Defined minimal score cannot be changed by AmSU before completion of enrollment procedure.

       6. AmSU has the right to determine the following types of the additional entrance examinations for enrollment into the first year of study:

       6.1. The additional entrance examinations of creative and/or professional nature in the directions of training (major) requiring the applicants to have specific creative skills, physical or mental qualities are held on the subjects, on which USE is not conducted.

       The list of the directions of training (major), which can require additional entrance examinations of creative and/or professional nature during the process of enrollment into Bachelor's and specialists training programs, is ratified by the Ministry of Education and Science of the Russian Federation.

       7. Enrollment into AmSU is carried separately into Bachelor's, specialists training and Master's programs for studying at the expense of corresponding budget on the competitive base, if otherwise not stated by the Russian Federation legislation. By the conditions for enrollment loyalty of education and enrollment of the persons most capable and prepared for mastering of the educational program of corresponding level and major should be guaranteed.

       8. Groups of citizens, eligible for the enrollment into AmSU without entrance examinations and out of competitive pool under the conditions of successful passing of the entrance examinations and eligible for priority are defined by the Russian Federation legislation.

       9. Winners and prize holders of School Olympiads are admitted to AmSU according to Rules of Conducting School Olympiads, ratified by the order of the Ministry of Education and Science of the Russian Federation # 285 dated 22.10.2007 (registered by the Ministry of Justice of the Russian Federation 16.11.2007, registration # 10496), as in force on the order of the Ministry of Education and Science of the Russian Federation # 255 dated 04.09.2008 (registered by the Ministry of Justice of the Russian Federation 01.10.2008, registration # 12381), # 92 dated 20.03.2009, (registered by the Ministry of Justice of the Russian Federation 27.04.2009, registration # 13837), # 371 dated 06.10.2009, (registered by the Ministry of Justice of the Russian Federation 24.11.2009, registration # 15301) (further referred to as Rules of Conducting School Olympiads).

       10. Enrollment into the second or later years of study, including transferring, is hold on the basis of assessment examinations conducted by AmSU.

       11. Enrollment into Master's programs is carried upon citizens' applications on the basis of the results of entrance examinations conducted by AmSU.

       12. Planned targets of admission to the budget places, as well as quotas for special-purpose admission into higher education institutions placed under the charge of federal executive authorities are determined by the stated by federal executive authorities for each extended group of majors and directions of training annually with the concurrence of the Ministry of Education and Science of the Russian Federation.

       13. The amount of the budget places for admission into the second or later years of study is determined by AmSU as the difference between the amount of the budget places for admission into the first year on a specific major or direction of training in the corresponding year and the actual amount of students mastering a specific major or direction of training in the corresponding year of study.

       14. AmSU has the right to carry out special purpose admission within the limits of budget places under the contracts with public authorities and local government authorities with the purpose of assisting them in training specialists of required majors, and hold separate competition for these places.

       15. AmSU has the right to carry out admission of the citizens beyond the determined amount of the budget places for studying under the contracts for payment of the tuition fee in accordance with the Russian Federation legislation in the sphere of education. With that the general amount of students studying at AmSU should not exceed maximum, determined in the conduct of the educational activities license.
